PUBLIC CONSULTATION: Proposed Amendment to Municipal Plan & Development Regulations
The general public is invited to view a copy of the Town of Stephenville proposed Municipal Plan Amendment No. 10, 2023 and Development Regulations Amendment No. 17, 2023.
The Town of Stephenville proposes to amend its Municipal Plan and Development Regulations to remove the restriction on development that cannot be serviced by municipal water and sewer in the Country Living Residential (CLR) and Comprehensive Development Area–Residential (CDA-R) zones. It also proposes to extend the CLR zone as shown below.
The rationale for the proposed change is based on the findings of a 2021 study by Fracflow Consultants that that shallow overburden wells and septic tank systems should not pose any risk to the underlying bedrock aquifer that supplies the municipal water system.
The proposed changes are summarized as follows:
(1) In the Country Living Residential (CLR) zone, single dwellings not connected to municipal water and sewer will be permitted subject to conditions to protect municipal water supplies. In addition, the amendment will extend the boundaries of the CLR zone by approximately 15 hectares as shown below.
(2) In the Comprehensive Development Area-Residential (CDA-R) zone, single dwellings that are accessory to agriculture will be added as a use that may be permitted at Council’s discretion. Development not connected to municipal water and sewer will be subject to conditions to protect municipal water supplies. The amendments will restrict onsite water sources to shallow wells only and will prohibit deep bedrock wells.
The public may provide any comments or concerns on the proposed change to the Town in writing before Council proceeds with adopting the proposed amendments.

Public Notice - Public Comments for Proposed Amendments
STEPHENVILLE Town Council has received an application to amend its Municipal Plan and Development Regulations to allow for commercial development of the former Wheelers Lounge property on Hansen Highway in the Noel’s Pond area. The Municipal Plan amendment will redesignate approximately 0.6 hectares from FLOOD to COMMUNITY SERVICES. The Development Regulations amendment will rezone the property from DESIGNATED FLOODWAY to COMMERCIAL GENERAL.

Closure - Town Office
Due to repairs to the water distribution system the Town Office will be closed at 10:30am for the remainder of the day.

Water Outage - Upper Base Area
The Town of Stephenville wishes to advise residents and business that a water outage will occur commencing at 10:15am. This outage is expected to last for approximately 4-5 hours and is necessary to make repairs to the water distribution system.
Areas to be affected for water outage is the upper base area from Oregon Drive to Massachusetts Drive.
